Drunk / High girl rear ends someone

A drunk/high girl in a dark blue car almost hit me on the exit from 6 onto 84 west. She pulled onto the emergency lane after I was beeping and all. 2 minutes later she came flying up behind me and smashed into another car, it was in a spot I couldn't pull over - not sure I should call non-emergency line or not. > reply
